In fact, it is even possible to maintain multiple budgeting scenarios, using the system's multilayer accounting facility.

Here's what you do. Take your last years figures as a start and apply an increment to come with your initial budget. Then you can change those figures to reflect more considered analyses. When you are happy with the results, you can print out your actuals versus budgets on all of your financial statements.
